In the pursuit of context.

If I were to weave together the dreams I have had over the past couple years, and fill in the small spaces with my experiences and biased creativity, this is what it would look like.

This story begins with a bright young man beginning a career in law enforcement; FBI, DEA, or such. In the ever complicated battle between organized crime and law enforcement the young man comes up with a new scheme to draw in and track criminals. It involves finding an unsuspecting person who lives a very simple and consistent life, but also is a predictable regular at a cafe and/or restaurant.

Once this person is found, they put a digital box around them to monitor all digital traffic, and then they hack their phone and use it to cast a fishing net. If done right, according to the way the young agent set it up, the unaware target person is not in any danger and never knows what is going on. Unfortunately, we do not live in a perfect world where good ideas can be implemented without interference.

The hard truth that every aspiring young person must learn is that we are a political species, and for every one bright and creative young person there is an army of old washed up players looking to exploit new ideas for their own gain. But, it is not really as simple as that.

By chance, the place the DEA decided to implement this new idea was at an important node in the CIA’s trafficking network. A quick search of the FBI database revealed a simple person they had been keeping an eye on. Without the Target Guy’s knowledge, they successfully set up their plan and began the operation.

The CIA is large and ubiquitous. They have spies everywhere. There is a station chief in the DEA just like there is one in Syria or Thailand. When the CIA got wind that their assets and networks were at risk, they sprung into action.

Initially, the plan was to use CIA assets within the DEA, along with computer hacking assets from overseas, to simply scuttle the program. Bog it down in confusion and misdirection, while at the same time exploiting what they could to eliminate competition and make some profit for themselves. When the FBI caught the scent of a known overseas hacker, the corrupt DEA agent simply waved them off. However, the Target Guy, while completely unaware of what was happening, accidentally sabotaged their plans. This caused the beehive to go into full panic, and a new plan was developed and implemented.

At this time, a CIA created hacking and espionage group came in to take over. The CIA created the Taliban, al Qaeda, ISIS, and many more that no one has ever heard of. So, it shouldn’t be much of a surprise if we find out that groups like 764 are also CIA operations. The first attempt was to gain control of the Target Guy and make him a new part of their network, but they discovered the Target Guy to be unmanageable by their methods. He was perfect for the initial plan, where nothing was expected of him. But when they tried to manipulate him, to get him to act according to their specific needs, he became too random.

Then, the goal was to deflect attention from their operations by making the Target Guy appear like the guilty party responsible for everything and scuttle the entire program that way. With all of their expertise at spy work and the mountain of resources they have available to them, this should have been an easy task. The problem is that not everyone in law enforcement is corruptible.

The young and bright agent who came up with the plan and set the whole thing up, saw what was happening and moved to expose it all. His problem was that he knew he couldn’t expose himself or else he would be killed, so he was limited in what he could do. He tried many things that didn’t work. Then, he finally resolved to do the one thing that would guarantee the truth was exposed one way or another.

In order to hack the Target Guy’s phone he took something from the SIM card code. In order to close up operations and make it look like there were no hackers there at all, that code would need to be put back. The young agent took the code and made it disappear. Now, the CIA, or anyone else, could never bring an end to this problem quietly.

As I have said before, the next Civil War in America will be between the criminals and law abiding citizens. It will begin within the government agencies when the honest law enforcement people realize that it is the CIA who is killing their agents and officers to protect illegal assets and trafficking networks.
