The compulsion is to somehow get the entire population to adapt together.

The world is changing, and the people need to change with it. The reflex is to somehow get everyone to change together. This, however, is impossible. Evolution did not evolve to work that way. Never in the history of life has an entire population ever evolved together. Just ask Lot. He can surely speak of how frustrating and painful it is to watch as so many fail to heed the warning signs.

The process of evolution has evolved to pressure individuals to evolve and begin new populations. And those new populations, working hard to adapt to the changing environment, must also adapt to survive the abuse and blame of the old dying population. The old dying population will invariably blame the new population for the changes the environment is going through, and insist that the destruction of the new population will solve the problem and erase any changes the environment has made.

However, if the new population defends itself from the old population in the same manner the old population defended itself from the previous population, then no progress can be made. The old population must be seen and understood as both part of the new population and part of the changing environment.

Everything is connected, and everything that is connected must be forgiven.
