If I were king, I would have at least one hour a year where everyone in the nation would unplug their routers and computers, and turn off their phones. All at the same time. It would be for security at every level; personal, local, corporate and institutional, and national.
In this modern world, household WiFi routers overlap to the point that an industrious hacker could string a network from coast to coast and never need to get onto the actual Internet. They can even use the router of one house to hack their neighbor’s houses and phones without them ever knowing that they were being used in such a way. (Not to mention foreign hackers setting up a sleeper network to attack an entire nation at a coordinated time.)
One hour a year for the Nation, but states, counties, and communities would add hours to make a patchwork of disrupting underground digital traffic.
