In the Evolution cycle of Feast and Famine, Capitalism emerges dominant during the feast and a society must choose between Socialism and Fascism to survive the famine.

The rulers; bankers, executives, technocrats, and oligarchs; and the generals, thinks tankers, policy wonks, and politicians have all made their choice.

Waiting for the elite rulers to voluntarily serve the public is insane.
Trying to make the rulers change would be foolish; as they have planned for that, and it would reinforce their delusions. (Not to mention giving them the joy of power as they squashed rebellion after rebellion, like a child playing a video game; evolving a more brutal system with each battle.)

The smart move is to use the elements and tools of the established system, the current environment, to slowly and steadily build larger and larger socialist structures. Starting small would ensure that these structure naturally adapt to the specific needs and identity of the people and the environment.
