There are those of us who believe that LSD was intentionally used to derail the antiwar movement back in the late 1960’s. In hindsight, it appears that there was a well coordinated marketing and distribution system that miraculously developed overnight. It did work well enough for a few years, but in the end nothing could hide the ever increasing corruption and incompetence of the Vietnam War.
Now, imagine if you were part of a project that had global aspirations involving unlawful military action, and you knew there would be heavy public resistance. Would your antiwar prevention strategy start when needed and from scratch, or would you start immediately and preemptively, building on lessons from the past?
