A Philosopher’s View

The goal is to create a virus (vehicle) that can be used over and over again to deliver new and different “genetic alterations” (packages). It takes too much time and money to create vehicles, so it has to be the same vehicle.
The problem is that the natural human immune system cancels out a vehicle after only one use.
The solution is to create a vaccine that erases the immunity to the vehicle, so that the one vehicle can be used over and over again, delivering new and different packages.
The experiment is to see if natural immunity can be erased outright, or if it requires continuous boosters.

The alternative, making a new and different vaccine every year, would need repeated bureaucratic clearance and invites too much scrutiny. Very inconvenient considering many of the “genetic alterations” would not be supported by the public.

One vaccine against immunity, even if used repeatedly, would only need to be cleared once. The rest, periodic release of new and different packages into the unsuspecting public, could proceed without awareness or interruption.
