One of the main purposes of a social structure is to make sure no one becomes dangerously isolated; including identifying strangers or unstable people and keeping tabs on them.

Our modern suburbs, created with the automobile after World War Two, fail miserably at this task. There is no technological solution, and if left solely to an institution or government the responsibility will be exploited for financial or political gain.

It’s a public responsibility.
