Begin with convincing people that all anger is bad and should be repressed. Any display of anger, no matter what for, is attacked and punished. Making it very clear that it is the display of anger that is wrong, not the situation of the person.
When people learn to repress all anger, tactically reward them by giving them certain things to be angry at. The anger they express will be amplified as they are releasing all of their pent up aggravation. This will distort the public’s perception of importance and priority.
