To improve our society we manage the flow of water by damming rivers, drilling wells and building aqueducts, canals, and indoor plumbing. All designed to eliminate the flood/drought cycle, and provide water to where it is needed most. 

A modern view of Socialism is the same thing,.. but with the flow of power, influence, and money.
