A Constitution is a program for processing data. The data is the will and needs of the people. Besides having a program to operate by, an effective, sustainable society must also have a goal to shoot for… a purpose.
The manner in which data is processed and the goals of the society guide the choices that are made.
To make sound, consistent decisions, a person needs to have an understanding of the past, data from the present, and a vision of a possible future.
In a democracy, all voters must be educated about the past, included in the collection and processing of data, and in agreement about the future that is being targeted. People may disagree and argue about how to achieve the goals, but they must agree on the goals.
Thus, a sustainable nation must have a one hundred year plan, and a thirty year plan. Each one more detailed in its vision. For example, “To continuously increase effectiveness and accuracy in maintaining a society that is in balance with the environment.” is a good one hundred year plan.
