The internet, social and mass media, is a physical manifestation of the group-mind.

Clearly, the group-mind is chaotic, reactionary, and undisciplined.

To evolve forward, the group-mind needs to become self-aware… conscious.

Consciousness requires an innate discipline. Civility builds up from this innate discipline in a deliberate and coordinated manner.

The only universal rule for building up from innate discipline is that people should develop their own rules for engaging, and being a part of the group-mind.

Then, if they are committed and consistent with their own rules, while still allowing them to evolve, the group-mind will slowly gel into civilization.
